In order to find sustainable solutions to the issues of famine and malnutrition, Horizon places a strong emphasis on its food security and livelihood program on both sides. Horizon's approach starts with emergency response, then moves towards empowering small businesses, small-scale fishermen, farmers, and herders to increase productivity (including restoring production), building resilience, rehabilitating and building assets, accessing markets, and ensuring the sustainable food security of their families through food, livelihoods, unconditional assistance, and support.

Additionally, Horizon works towards strengthening local communities and experts in creating resilience, enhancing comprehensive governance, promoting gender equality, and amplifying women's voices.
